Question 1: Ohio State aspires to be among the world's truly great universities' advancing the well being of the people of Ohio and the global community through the creation and dissemination of knowledge. What enhancements to the OSU information technology environment are needed over the next three-five years in order to reach this vision?

Better e-mail system

  • checks centrally for viruses
  • filter for junk e-mail
  • put e-mails on pda's
  • "safe, reliable and secure"

Vision for Technology

  • "campus-wide direction, accountability"
  • Ohio should be a technology hub
  • best practices
  • leadership and vision
  • there needs to be an integrated planning approach - encompassing all technologies - so multiple technologies can work together - like Penn State
  • need commitment from the President and Provost - so they can communicate the importance of technology
  • connection for technology folks to learn from each other

Centralization/decentralization balance

  • fewer separate systems - instead spend money where needed
  • need to clearly define responsibility of who should do what - make clear distinctions between central and decentralized services
  • specify what is a central service and who should provide it and fund it that way
  • "the distributed model prevents OIT from having a defined " "baseline" "service on campus"
  • "the distributed nature of technology on campus scatters the focus, it is difficult to know what campus resources are available outside of OIT"
  • support units play an important role - need balance between academic and administrative units
  • centralization would be a benefit for those who serve the public - it's hard to find information to answer questions
  • we need to be able to find out who does what and how to find things - central or decentralized services
  • need to have the ability to leverage IT resources in a bettr way - need to do a better job on processes that allow us to tie central OIT and distributed resources to make it work
  • one size does not fit all - centralization doesn't always work
  • More centralization - it's a challenge to balance the department's unique needs with more global campus-wide needs

Coordination and Communication

  • architects need information from IT to make buildings flexible to shift into new technologies - for classrooms and offices
  • more coordination of people and dollars is needed - there is a lack of standardized computing structure on campus
  • communication and the passing of data are not standardized
  • we do not have an integrated organization - U of Chicago and Carnegie Mellon do
  • need greater coordination among department IT people
  • "not everyone use computers, but increasing requirement to look up information, need particular business units to provide access"
  • better communication with the public about how technology fees funds are used
  • "more coordination among business units, less run around for students"

Portal

  • all interfaces should be web based
  • "common osu portal for front end -tailored to the user, single log on and customized response - easy to use with useful features (calendars)"
  • think about how common knowledge base is organized and accessed through the portal (standardization)
  • "Student interface, a portal to get where they need to be"

Policies and Legal Processes

  • incentives for faculty to use distance learning
  • college computer fees - need a central policy
  • there is a disconnect between systems here and policies at other companies/ universities. Need to educate staff to understand and comply with policies
  • intellectual property policy - give more individual choice - current policy needs to be more specific and address electronic content - more personnel based rather than university based

Training and Education/ Career Development

  • need to educate faculty about doing more distance learning
  • "training of faculty will be a major hurdle. If no technologist is in the room, it can be a problem when faculty can't operate the equipment"
  • there should be an Academic program offered - such as a Masters of Technology Administration (MTA)
  • provide the discons group with training and career development information on a regular basis to increase the technincal skill level on campus

More Bandwidth

  • hardware and software capacity- need a lot more of capacity on the network for sending attachments and large files
  • networking trends - bandwidth - increasing rates - redesign the backbone to handle it
  • "student demand for file sharing, video, music - nonacademic purposes - much larger network and fatter pipes and creative techniques for using our resources"
  • seminars and meetings should be web cast and vidoe conferenced to help faculty to decide which meetings to attend - will take a lot of bandwidth
  • bandwidth and network support needed to support faculty to get their information out
  • using video streaming - need to have a big enough pipe to transmit information

Access and Outreach

  • need to make resources available to people who do not have computers - through satellite centers
  • fostering economic development - work with content providers for access for start up companies
  • allow the community to access OSU courses at learning center - outreach
  • we need the ability to deliver services/ consultation/ materials to community outside of OSU
  • "university should put its resources online - research in process, research completed"
  • we need to support elementary/ middle/ high school teachers
  • accessibility and dissemination are critical
  • great if there is a more away from the standard desktop computers to giving people more mobility - so people can take their laptops to meetings - make laptops universally available and put docking stations on desks
  • "laptops particularly with work/life issues, work from homw a couple of times per week, worried that work at home will become expected"
  • "extend medical school across the network of health professionals, make content available on a statewide basis, make osu medical school the repository of content and share instrumentation"
  • creation and dissemination of knowledge is only really happening in the Ag College - the other colleges have not done as strong a job in distance education and outreach - other colleges need to expand their expand their programs through outreach and engagement
  • developing external partnerships is critical in the time of limited resources
  • "make access more available to students, especially at home, university broker cable/dsl for students"

Storing Digital Assets

  • "implement the Knowledge Bank - campus content, knowledge management - integrate with the teaching environment"
  • deliver to desktops seamless interface of separate databases from around campus (desktop advising)

  • there is a disconnect between how we work with paper v. electronic documents
  • archiving issues - need more central guidance to help make the proper decisions

Hardware/ Software

  • "laptop ownership - yes, osu should strike a deal with a major manufacturer for lower prices, be considerate of financial hardship, if ownership is required it should be a part of the financial aid package"
  • there is a great ability to be gained by giving each student a computer
  • computers for students who can't afford one
  • the lack of computers for students to use is a challenge - need more computers
  • "through osu buying power, can some kind of discount be applied to get bargin prices for desktop purchases"
  • provide polycom unit at each desk to provide visual communication
  • we expect students to have a computer and know how to use it
  • a laptop policy should be determined on a college by college basis - nice to have standardization centrally
  • "prurchasing - needs to be centralized, renegotiate contracts - collective purchasing"
  • libraries have workstations and labs- we never have enough - we can't afford to maintain them properly
  • rental service for technology devices by quarter - need longer term rentals

Interdisciplinary work

Distance and distributed learning

  • distance learning - to reach the global community
  • order a class on demand - like pay per view
  • continue to emphasize that no matter the location of the students they are still on campus
  • WebCT experience is good (student) (faculty)
  • webCT is not ideal (faculty)
  • have more computer based education available for staff so they can do on their own time
  • jump from 4-year to lifetime learning - how do we redefine technology to support educational services and spread it outside of Ohio
  • pedagogical issues are key - better communication between how material is presented and how students engage with it
  • "with online classes, students miss out on the culture and interaction and don't learn how to effectively communicate"
  • "technology staff, equipment and space should be assigned to it"
  • make it possible to reach beyond physical classrooms on campus

User Support

  • 8-Help's hours need to be extended - should be open on the weekend

  • increase our ability to well serve prospective students at earlier ages - use the technology to make is more accessible to the state's citizens
  • osu needs to continue to suport multiple platforms

Computer literacy

  • use orientations (especially freshman) as a time to test for/ develop technology competency
  • we expect computer competency from students
  • promotion of longitudinal studies to promote computer literacy

Wireless

  • pervasive connectivity and content - valuable data
  • "estab lish a wireless strategy, set wireless standards"
  • delopment needs to be more centralized - not building by building
  • should have a wireless network and classrooms

Teaching and Learning

  • more away from individual experts toward a team environment - team delivery of teaching
  • "we could migrate away from traditional classrooms and would be less need for classrooms - equipment, production and instructional specialists need to all be involved in the process"

Use of Technology

  • let computers teach the repetitive/ routine items so that people can focus on conversations and on doing the things they do best - interacting with people

Technology Resources

  • "we have a campus of have's and have not's, there is an uneven process here and there needs to be more balance and standardization"
  • how do we compare to the private sector in technology - something to be addressed - funding to catch up
  • upgraded computer labs
  • "create a group to explore new technology for the classroom - establish a ""model classroom"" (Digital Union)"
  • "there are pockets of support, department by department - uneven support across campus"
  • need to look at IT as a utility - to have a baselinelevel of service
  • certain high profile projects start sucking up the resources - leaving little for everyone else
  • we need to be able to communicate electronically between departments - we have set the bar very low
  • start charging more for old technology than for new technology - to encourage the use of newer technology

  • upgrade of the student information system - planning is critical - ARMS debt will be gone soon - start piloting pieces of a student system

  • separate the structure of the network - sonnet is reaching its limit - split off administrative and academic from the student traffic

Security and Backup plans

  • "continue to emphasize access levels, security and backup plans"
  • growing concern about person privacy
  • disaster recovery and archiving are key issues in cost and fiscal terms. Need a way to do matrix decision-making across these issues and integrate them
  • for data security there is no conclusion. For disaster recovery it comes down to funding. The university needs a disaster recovery plan and direction on department disaster recovery plans.
  • business resumption planning is critical

Classrooms

  • classrooms need to be updated and maintained
  • "increased technology in the classrooms, more hardware, increased use of technology by instructors"
  • teaching needs should be matched with the type of classroom
  • "osu is paying the price for deferred maintenance - classrooms are in bad shape, technology is outdated"
  • Franklin University is centralized and the technology is slick - classrooms are well-equipped
  • clean classrooms and meeting spaces

Faculty support

  • more complex requirements for faculty - need $ to support faculty
  • "augment the instructor with the web - additional information streamed to the students; productivity tools, technical support"
  • faculty are the content experts - the what to do and IT staff are needed to have the technical expertise - how to do it
  • faculty need support for building and maintaining web sites
  • staff to support faculty in the classroom
  • TELR internship helpful in training faculty and construction of web pages
  • "faculty need the skills to use technology - show them how technology can help them teach, do research"
  • "offer discipline specific presentations, seminars to demonstrate why faculty need to care about this - show faculty the value of new teaching methods"
  • "knowledge, vision and confidence to use the technology are needed to help faculty figure out how best to use the technology in the classroom in helping them teach and do their work"
  • "there needs to be more technology assistance available to faculty, especially in the area of distance learning"
  • teaching with technology is different from traditional teaching and faculty need special communications/ assistance in this area
  • there is a trade off between research and instructional technology

OSU Web Site

  • "better differentiation among osu web sites is needed, as well as a better grasp of integrating web sites"
  • need a better search engine

Applications

  • we have to make the student system database a modern database that operated more quickly
  • integration of the Student In formation System
  • use the information gathered b y Andersen on the SIS during the planning process
  • architecture and operationg systems problems for the financial aid system - IMS is not used by any other national campus - causes a problem with federal compliance - need to use a DB2 database to handle their requirements

OIT Services

  • attention toward OIT charging algorithms for mainframe use is a concern. Current fees are a disincentive for mainframe use

Processes and Governance

  • there needs to be improvements on various approval processes (eliminate bureaucratic red-tape) that would speed up signoff on technology contracts and grants
  • conflicting standards and disparity of expectations result in different levels of service on campus
  • need a willingness to give up control
  • there is a lack of process
  • need service level agreements - even among areas within OIT
  • better change control process
